Open school Education Council (OSEC), has been originated through a resolution Presented on 30.03.2008 and passed by the Present governing body of Dr. Ambedkar chintan Samajik sodh sansthan (DACSSS), a welfare society registered in the year 2001 under societies Registration Act 21, 1860 by the Registration Department of the Govt. of Bihar, Patna (India) The Societies Registration Act 21, 1860 is legislation in India which allows the registration of entities generally involved in the benefit of society education, health employment etc. The Society Registration Act 21, 1860 came into force on 21 may of 1860 and Still Continued today being an Act of parliament.
Open School Education Council (OSEC) has been legalised further with the letter no 1236 dated 29.06.2009 issued by the office of the Deputy Registrar General, Department of Registration the govt of Bihar Patna (India). The issue of such Letter is in response of R.T.I asked by shri Prakash Kumar, Advocate, Supreme Court of India.
By this letter, the Deputy Registrar General, Registration department confirmed autonomy of work for DACSSS Bihar within its framework of the Memorandum & Rules and Regulations.
Thus, the establishment and functioning of open school Education Council (OSEC) is legitimate because of its origin as Autonomous School Education Board from the resolutions of a registered Society (DACSSS BIHAR) based on content/subjects of the memorandum of Dr. Ambedkar chintan Samagik Sodh Sansthan and to enjoying credentials as an associate in School Education of All India Board for Education & Training (AIBET). Open school education Council by its own recognition worldwide from the recognised international accrediting bodies properly accepted by the global Competent authorities and organisation.
